Work Session:
Springfield Arts Commission Update
Council received an update from the Springfield Arts Commission, highlighting community engagement, artist visibility, and public art restoration efforts. The Commission emphasized the continued success of the 2nd Friday Art Walk, the growth of the City Hall Gallery program, and the impact of its Heritage Arts Grant. Two mural restorations were completed in 2023, and partnerships with local organizations continue to expand opportunities for creative expression across Springfield. Council commended SAC for their leadership and dedication to elevating the arts.
2024 Use of Force Report
The Springfield Police Department presented its 2024 Annual Use of Force Report, detailing trends and context for officer response data. In 2024, SPD responded to nearly 48,000 calls for service. Of those, only 158 resulted in a use of force – approximately <1% of total calls and 3.84% of arrests. Joint Elected Officials Meeting: Campus Industrial Code Amendments
The Springfield City Council and Lane County Board of Commissioners held a joint public hearing on a proposed Type 4 legislative amendment to the Springfield Development Code. Submitted by a property owner, the amendment seeks to expand the allowable uses within the Campus Industrial District, specifically in Business Parks. The proposed changes would allow medical offices, clinics, and public-facing offices with the goal of supporting broader economic development at properties such as 400 International Way.
The Springfield Planning Commission previously reviewed and unanimously recommended support for the amendment. Monday’s meeting generated thoughtful discussion from both elected bodies and members of the public. The public hearing will remain open and is scheduled to continue in May to allow for additional input and deliberation.

Earth Day Art Competition Winners Honored
Mayor VanGordon honored the winners of the City’s annual Earth Day Art Competition, which featured submissions from over 250 fourth-grade students. The top 20 entries are currently on display at Springfield City Hall through May 9.

Street Renaming: Kiev to Kyiv
The Council held a first reading and public hearing on an ordinance to rename “Kiev Street” to “Kyiv Street” in the Uke Village Subdivision. Several residents provided public testimony in support of the change, emphasizing the importance of cultural and historical accuracy. One speaker shared their appreciation for the Council’s consideration, noting the renaming reflects the correct Ukrainian spelling and honors the neighborhood’s heritage. The ordinance aligns with the community’s identity and will be brought back for second reading and adoption.
Labor Agreement Ratification
The Council unanimously authorized the City Manager to ratify new labor contracts with IAFF Local 851 representing both Firefighters and Battalion Chiefs. The agreements include wage increases, enhanced benefits, and additional flexibility for special team leads and training. These contracts reflect the City’s continued commitment to supporting its emergency personnel and maintaining operational readiness.
