The City of Springfield proudly announces the graduation of the inaugural class from its Springfield Municipal Adult Recovery and Treatment (SMART) Court. This milestone event, held at the Springfield Justice Center, marks a significant achievement for participants Doug Schley and Daniel Gates-Prociw, who have demonstrated commitment to recovery and rehabilitation.

Launched in February 2024 with support from a $900,000 grant from the U.S. Department of Justice’s Bureau of Justice Assistance, the SMART Court offers an alternative to traditional sentencing for individuals with substance use or co-occurring disorders. The program emphasizes treatment, accountability, and community support, aiming to reduce recidivism and promote long-term recovery.
“SMART Court is more than just a justice program; it’s a path to stability, healing, and second chances,” said Judge James Tierney, Presiding Judge of the Springfield Municipal Court. “Our graduates have shown remarkable resilience and dedication, and their success is a testament to what’s possible when we invest in people.”
Participants in the SMART Court program engage in a rigorous process that includes regular court appearances, substance use treatment, employment or education requirements, and community service. Since its inception, the program has enrolled 40 individuals, with 31 currently active participants.
“I want to appreciate Judge Tierney and City Council for their vision and commitment to creating meaningful alternatives within our justice system,” said Nancy Newton, Springfield City Manager. “By focusing on treatment and support, we’re not only helping individuals rebuild their lives but also enhancing the safety and well-being of our entire community.”
Mayor Sean VanGordon also commended the graduates, stating, “To the graduates, you’ve shown commitment and the courage to change your life. Every step you’ve taken matters. This program doesn’t hand out easy wins. You earned this. You did the work.”
The success of the SMART Court program is made possible through the collaboration of various partners, including Lane County Parole and Probation, Emergence Addiction and Behavioral Therapies, Quality Research Associates, and the Springfield Police Department.
Doug Schley and Daniel Gates-Prociw, the first to graduate from Springfield’s SMART Court, stand as inspiring examples of what is possible through perseverance, support and community-based solutions.
