NARRATIVE OF INCIDENT:
On February 6th, 2023, 2:54 PM Springfield Police Officers responded to a dispute in the 500 block of G Street in Springfield. During that dispute multiple individuals engaged in a physical altercation. Officers investigated the incident and learned a male left the location in a white Jeep. Witnesses described seeing a handgun in the male’s waistband.

On February 7th, 2023, at 11:08 PM Springfield Police Officers were dispatched to the 3700 Block of South E Street in Springfield regarding a shots fired incident. Through the investigation, Officers were able to determine the previous dispute was related to this second incident. During the shooting incident, three females and the same male, from the previous dispute, went to the address looking for subjects regarding a stolen cat. When the three females and male were informed the subjects were not there, they were told to leave, and an argument ensued. One of the females called out to her boyfriend, the suspect, who was waiting across the street in the Jeep.

The male resident from the home engaged in an argument with the male suspect. The suspect, who was wearing a mask to cover his face, became upset, brandished a firearm, and fired four shots toward the male resident. All four shots missed the victim, but struck the home, missing other people inside. The male suspect and three girls fled in the same white Jeep. The case was assigned to a Detective and upon further investigation and the collection of additional evidence, 18-year-old Janeal Spencer was identified as the shooter.

On February 9th, 2023, Detectives were able to locate the involved white Jeep in the 700 Block of Van Buren in Eugene. With the assistance of Springfield Police Detectives, Drone operators, K9 personnel, Tactical personnel, and Eugene Police Drone operators we were able to surveille the suspect and devise a safe tactical plan to contact and arrest Spencer without incident. The suspected firearm was located and recovered.
