Dugger, Jeffery Lynn | 72 Year-Old Male | Springfield, OR

NARRATIVE OF INCIDENT:
On the morning of December 5, 2024, a community member observed a large box near a bus stop on 54th Street. Hearing noises from the box, the community member discovered that the box contained 6 puppies that were several weeks old. Springfield Animal Control responded and took possession of the puppies who were held at the Springfield Justice Center before being transported to Greenhill Humane Society.
Upon further inspection, it was discovered that the box had been taped completely closed without any ventilation, food, water, or attempt to keep the puppies warm. Additionally, the box was marked with a shipping label indicating the address of one ‘Jeff Dugger’. During the investigation, it was discovered that Dugger had also called Greenhill roughly 24 hours before the puppies were found and threatened to dispose of them if GHS did not take them ‘immediately’.
Dugger was contacted by Springfield Animal Control and was charged with six counts of Animal Abandonment – Cruelty.
