Project Description
The City of Springfield is seeking an experienced consultant or firm to develop an Active Transportation Plan using a Qualifications-Based selection process.
The Project will create a plan for a complete and prioritized pedestrian and bicycle system by focusing on refining connections, determining preferred facility types, establishing low-stress corridors, and exploring necessary trade-offs in collaboration with the community.
The Walk and Roll Springfield planning project is designed to update and enhance Springfield’s active transportation network. It will provide a comprehensive plan that meets modern standards and complies with Oregon Transportation Planning Rules. The plan will focus on improving infrastructure for biking, walking, and other active modes of transportation, ensuring that the city’s network is safer, more accessible, and sustainable.

Questions will be reviewed and responses will be posted to this website. If, in the opinion of the City, it is necessary to amend or supplement the Request for Proposals, an Addendum will be prepared, posted below, and notifications sent to all proposers that provided a valid e-mail address. A developer may also request to be added to the list for notifications by emailing Amanda Clinton at aclinton@springfield-or.gov.
The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.
Addenda will not be issued within 72 hours of the RFP response deadline without extending the RFP deadline.
