RFP 3903 S 52nd St Income-Qualified Homeownership Housing Development

Project Description

The City of Springfield is requesting proposals to develop and manage income-qualified homeownership housing on a vacant 0.25 acre R-1 zoned property, map and tax lot 17-02-33-34-00800. Resources offered through the RFP include the property and up to $100,000 in funding to be used toward the project by November 1, 2026. The City invites proposals from public entities, non-profits, and private developers, but each proposer must demonstrate (either directly or through a documented partnership) prior experience developing and successfully managing income-qualified homeownership housing.

Proposals must include at least 4 dwelling units and serve households with incomes below 80% of the area median income (AMI) for a minimum of twenty years. Proposals must retain land in singular ownership upon completion of the project.

If, in the opinion of the City, it is necessary to amend or supplement the Request for Proposals, an Addendum will be prepared, posted below, and notifications sent to all proposers that provided a valid e-mail address. A developer may also request to be added to the list for notifications by emailing Katie Carroll at kcarroll@springfield-or.gov.

The City will make every reasonable effort to notify all proposers of Addenda, however, it is recommended that teams routinely check the website for updated information. The City is not responsible for any explanation, clarification, interpretation or approval made or given in any manner except by written Addendum issued by the City.

Addenda will not be issued within 72 hours of the RFP response deadline without extending the RFP deadline.
