SPRINGFIELD, OR – March 4, 2025: The Springfield City Council held its regular meeting on Monday, March 3, 2025, covering several important topics, including updates to housing-related codes, a proclamation recognizing Women in Construction Week, and progress on the Glenwood Riverfront annexation.
Glenwood Riverfront Annexation Moves Forward
The Council held a first reading on the Glenwood Riverfront annexation, a significant step in the redevelopment of the area. The proposed annexation covers 21.1 acres along the riverfront and will bring the properties into Springfield’s city limits, facilitating future urban renewal and development.
Councilor Kori Rodley expressed excitement about the progress, stating:
“Every step forward in Glenwood is a big one, and this has been a long time coming. This annexation is critical to unlocking the full potential of this area, and I’m thrilled to see us moving ahead.”
The annexation, which aligns with the City’s comprehensive plan for urban services, will be reviewed again in a future Council meeting.
Housing-Related Code and Plan Update
The Council reviewed a proposed Housing-Related Code and Plan Update, a key step in bringing Springfield’s development code into compliance with state housing regulations while supporting local housing affordability and production goals. The update focuses on reducing regulatory barriers, implementing clear and objective standards for mixed-use districts, and expanding community engagement in housing policy discussions.
The Council discussed the formation of an advisory committee and a potential governance committee to oversee the update. The City will host two rounds of community engagement, taking place in May-June and September-October 2025, to gather public feedback. The final plan amendments are expected to be finalized by December 2025.
Springfield Celebrates Women in Construction Week
Mayor Sean VanGordon proclaimed March 2-7, 2025, as Women in Construction Week, recognizing the contributions of women in the construction industry. The proclamation highlighted the work of the National Association of Women in Construction (NAWIC) Chapter 77, which supports the advancement of women in the field and promotes skilled trade careers.
Destiny Dawson, Chapter President and Ursula Lund representing NAWIC Chapter 77, City engineering staff, and community members joined the Mayor for the proclamation. During the ceremony, Mayor VanGordon stated: “Women play a vital role in shaping the future of our cities and communities through construction. This week, we recognize their hard work, resilience, and contributions to an industry that continues to grow and evolve. Springfield is proud to support opportunities that empower women in the trades.”
