NARRATIVE OF INCIDENT:
On July 9th, 2025, at 10:58 AM Eugene-Springfield Fire and Springfield Police responded to the Santiago Mobile Home Park at 5335 Main Street in Springfield regarding a report of a mobile home on fire. Based on calls to 911, it was believed there was a victim still inside the home. When Police and Fire personnel arrived, the home was engulfed in flames. Firefighters were able to make entry and extract the homeowner, an 85-year-old female. Once the fire was extinguished, her 64-year-old son was later found deceased inside the home. The female was transported to a local hospital for medical treatment and subsequently transported to a Portland area hospital for continuation of care, but eventually succumbed to injuries sustained during the incident.
Springfield Police Department Detectives, Eugene-Springfield Fire investigators responded to the scene to continue the investigation. Oregon State Police fire investigation personnel and crime lab technicians, along with staff from the Lane County Medical Examiner’s office also responded to assist.
It was learned through evidence located at the scene that the fire was not started through accidental means. Investigators learned a family member, identified as Justin Carr, who lived at the residence, left the location as the fire was growing.
Detectives continued to gather evidence and developed probable cause to arrest Carr. Through the use of Automated License Plate Readers, Carr was tracked across the state of Oregon and into Washington where he was apprehended by officers with the assistance of the Hoquiam Police Department and the Aberdeen Police Department.
This investigation is continuing.
