Springfield Welcome SignIn 2007, Springfield voters approved a Downtown Urban Renewal District. Since then, Springfield staff has been leading a community visioning process to develop plans and policies which will promote and sustain:

  • vibrant retail blocks,
  • inviting pedestrian-friendly streets,
  • downtown housing,
  • an enhanced civic center and public spaces,
  • cultural destinations, and
  • connections to Island Park and the surrounding neighborhoods.

The City began a planning process in June 2015 to update design standards to improve Downtown’s overall image, attractiveness and economic vitality.  The planning process will amend the Downtown Refinement Plan, Springfield Development Code and Engineering Design Standards Manual.  The City Council directed staff to prepare Downtown District Design Standards to ensure that new redevelopment projects and public streetscape improvements will make positive contributions to improve the look, feel and functionality of Downtown.

The long standing Downtown Citizen Advisory Committee and a Technical Advisory Group are providing input.  Everyone is invited to participate in this process, by attending an open house event on May 4th , by submitting comments and concerns to City staff via this website, by attending a Citizen Advisory Committee Meeting, and by attending future public hearings early in 2017.  Please join the email list to be kept informed about next steps in the process.

  • May 3, 2016 - the Planning Commission held a Work Session on Draft 2 of Design Standards.
  • May 4, 2016 - a Downtown Design Standards Open House was held at City Hall.
  • May 23, 2016 - the City Council held Work Session on Draft 2 of Design Standards.
