Chief & Command Staff

The Office of the Chief provides direction for the police department through planning, organizing, staffing, directing, coordinating, reporting and budgeting activities of the department.  The main goal is to provide the leadership necessary to direct the efficient and effective administration of the department in a manner that is consistent with the department's  mission, values and goals.  Primary objectives are responsiveness to citizen concerns, accountability, positive community relations, and positive employee relations.  A management analyst and administrative secretary provide the support necessary for the Office of the Chief to meet goals and objectives.

Chief Richard Lewis has lived in the Springfield area for over 30 years.  Having lived here as a child and then moving with his family to Sherwood, Oregon, he graduated from Sherwood High School.  After graduation Lewis moved back to the area.  He attended both Lane Community College and George Fox College, receiving an Associate's degree in Criminal Justice and a Bachelor's degree in Human Resource Management.  Lewis has worked for the Springfield Police Department since 1983.  In this time, he has spent 13 years as an investigator, as well as over 15 years on the SWAT Team. 

 

 

 

Lt. Rappe

Lieutenant - Operations Division

Lieutenant Rappe’ is a lifelong Oregonian.  He graduated from Lebanon High School and attended Oregon State University where he earned a Bachelor’s Degree in Business Management.  In 2006 he also received a Master’s Degree in Criminal Justice Administration from Boston University.  Lt. Rappe’ has worked at the Springfield Police Department for 24 years.  During his career he has spent 13 years on the SWAT Team, 11 years as a Detective and 8 years as a Sergeant.  Lt. Rappe’ is currently the Operations Commander of the Police Department.

Scott McKee

Lieutenant - Support Services

Lieutenant McKee is a life-long Oregonian.  Growing up in Eugene, he graduated from North Eugene High School.  After graduation, Lieutenant McKee attended Lane Community College, receiving an Associate's degree in Criminal Justice.  Lieutenant McKee spent the first 28 years of his police career at the Eugene Police Department, where he served a variety of Patrol, Special Operations and Investigative assignments, including SWAT, Hostage Negotiations, Gang & Street Crimes, Internal Affairs, Violent Crimes and Special Investigations.  Lieutenant McKee is currently assigned to the Support Services Division. 

 

 

 

Lt. Boring

Russ Boring

Lieutenant - Detention Division

Lieutenant Boring is a lifelong resident of Springfield.  Lieutenant Boring joined the Springfield Police Department as a reserve police officer and was hired as a full time officer in 1993.  He has had assignments in Patrol, SWAT team member, Field Training Officer and Detective.  He was a Sergeant for 5 years before being promoted to Lieutenant in 2015.  Lieutenant Boring has an Associate Degree in Criminal Justice from Lane Community College and a Bachelor of Arts Business Management Degree from Northwest Christian College. 

 

 

 

 

 

Lt. Jones

Richard Jones

Lieutenant - Internal Affairs/Professional Standards

Lieutenant Jones is a lifelong resident of Springfield.  After serving in the United States Navy, he returned to Springfield where he joined the Springfield Police Department as a Reserve Police Officer.  Lieutenant Jones was hired as a full time officer in 1987 and has had assignments in Patrol, Special Weapons and Tactics Team, Major Accident Investigation Team, Field Training Officer and Detective.  He was a Sergeant for 15 years before being promoted to Lieutenant in 2015.  Lieutenant Jones has an Associate’s Degree in Criminal Justice from Lane Community College and is a graduate of the Oregon Executive Development Institute.
